1. はじめに 我が国の商業用原子力発電プラント数は、東北電力(株)の東通原子力発電所1号機及び北陸電力(株)の志賀原子力発電所2号機がそれぞれ平成17年12月8日及び平成18年3月15日に運転が開始され、合計55基(図1参照)となり、米国(104基)、フランス(58基)に次ぐ第3位に位置している。 一方、平成22年には運転開始後30年を超えるプラントが20基となり、同年には運転開始後40年を迎えるプラントが現出する状況下にある。 このような背景の下、平成8年4月、当時の通商産業省資源エネルギー庁は、......
